The Forgotten Express Stations

Have you ever noticed the two blue machines beside the entrance of Barn B when passing by? These two are Express Stations, though you may seldom notice them. A consensus about their efficiency may still not exist, but it is undeniable that their usage rate has been low for a long time. Here some suggestions to improve Express Stations would be provided.

Card readers are set up at Express Stations so that fellow students can manage their HKUST Cards besides surfing on the Net and receiving and sending emails. There are in total twenty-eight Express Stations. One can say they are ubiquitous. Eight of them are on Academic Concourse that you can find any once you pay more attention, but their usage rate is so low that fellow students are seldom seen to use them. Those which are used most often are in halls as it is convenient to pay the air-conditioning fee through Express Stations. There are two reasons behind their low general usage rate. Firstly, the University lacks promotion. Secondly, they are difficult to use. The trackballs installed now save space, but most fellow students are not used to them and turn to card readers in Barns instead.

Human Beings Always Make the Same Mistake – Lee Shau Kee Business Building


Perhaps because during designing the costly Business Building the University overemphasized the materials and the beauty of its design for an impression of the excellent quality with a reasonable price, its utility is not taken into thorough consideration. The Building, constructed on the hillside at South Gate, is located beside the former home of Shaw Studio and the vacated TV City. One needs to pass through two escalators to arrive at the main entrance. The designers considered that the outdoor escalators may not be able to withstand the winds, rain and sunlight in the long term, so added a semi-transparent glass cover caringly. In view of the urgency of repair of the escalator with two consecutive days because of heavy rain, it could be said that though such act is not effective, it is based on foresight.


However, the stairs next to the escalator do not benefitfrom such foresight as well . On the same day, it was observed that the escalator was out of order to make it necessary for students holding up their umbrellas to walk through the stairs wide enough for only two persons to pass simultaneously. Within only ten minutes, the stairs needed to accommodate the flow of people to and for the Building simultaneously. The situation was like how it is at the “extremely narrow” stairs to South Gate outside Lifts 31-32. Also, as no cover was built above the stairs and raindrops were accumulated on the ground, accidents were easy to happen. Obviously it was due to the careless consideration during planning. It was also probably due to the sacrifice of utility for beauty and even a lack of consultation and of transparency of the plan. Therefore the design of the Business Building could not meet students’ needs.

WINGS Writing Competition

Details of the competition
Topic: PLAY*
(*Considering the Chinese character used, we would like to limit the interpretation to “Enjoy”, “Acting”, “Performance” or all of the above.)
Requirement: Each student can only submit one article. There is no restriction in format, i.e. satire, lyric, story, novel, etc. are accepted. For Chinese writers, you are free to choose to write in either Classical Chinese or Written Vernacular Chinese. However, we will only accept articles written in Traditional Chinese characters or English. Our judges will rank the works in order of literariness, attractiveness and writing skill.

Application
The guidelines and application forms are now available in the bookshelf on LG5; or on our website http://eb-ust.blogspot.hk/. You can also download the attached application form in the email.

Each candidate is required to
1)        Submit your work with a completed application form in “.doc” or “.docx” format to su_eb@stu.ust.hk through email; or
2)        Deliver your work in A4 size with a completed application form before the deadline by mail or in person to Mail Box #2, Student Center, LG5/F, Academic Complex, HKUST, Clear Water Bay, Kowloon, Hong Kong.

Deadline
4th November, 2013 (Postmark date is considered if by mail)

Regulations
1.        Only submissions by any individual UG or PG students of HKUST are welcome.
2.        Upon submission of article, candidates implicitly agree to all regulations.
3.        Works should be original and unpublished. Candidates are not allowed to publish the works before the release of result of the writing competition.
4.        The Editorial Board, HKUSTSU have the rights to publish the ranked works on its publication once.
5.        All rights reserved by the Editorial Board, HKUSTSU.

Prizes
Champion: $300 book coupon
First runner-up: $100 book coupon
Second runner-up: $50 book coupon

Release of the result
The result will be released in November. The ranked works will be published on our official 
website and in “WINGS 21.3”. Winners will be notified.

校園規劃四宗罪
Four Problems in Campus Planning


誰不想在理想校園環境學習、生活?誰不想我們第二個家的規劃可以更完善?既然有份使用校園,那麼對校園規劃有要求、有寄望,亦是人之常情。實情是,校園規劃一直都有很多不如人意的地方,的確容易惹來諸多不滿。規劃毛病多多,乃基於以下四個累積已久的弊端:部份設施低效用,擺姿態,如同裝飾擺設,此其一;設計不便利使用者,校方對使用者需要了解有限,此其二;校方漠視民意,了無顯著改善,此其三;校方當年短視,欠缺長遠、永續的校園規劃,又沒堅持定下的規劃方針,此其四。下文將列舉種種例子,加以說明,予以佐證。眾例乍聞似是天方夜譚,可惜科大的校園規劃往往比小說更離奇,怎一個怪字了得。

Who does not want to study in an ideal campus environment? Who does not hope for a better planning of our second home? It is ordinary that we users have requirements and expectations towards campus planning. The truth is, however, that many disadvantages have existed in the campus planning, arousing much dissatisfaction. They are based on the following four problems accumulated long. Firstly, some facilities are of low efficiency and like decorations. Secondly, the designs are non-user-friendly due to the University’s insufficient understanding about users’ needs. Thirdly, the University has been ignoring students’ opinions, making no prominent improvement. Fourthly, the University was short-sighted that it lacked a long-term and sustainable campus planning, without insistence of the objects of the planning. Below a number of examples would be listed to illustrate and prove the above problems. They may sound ridiculous, but they are still much less ridiculous than UST’s campus planning is.

A Preview of Lee Shau Kee Business Building

商學院大樓將於新學年正式啟用,以應付四年制的學生人數;紓緩本部大樓空間不足的問題。成為眾多商科學生每日的必經之地。事關重大,編委率先向大家介紹全新的商學院大樓。
Lee Shau Kee Business Building will be put in use next academic year to afford the number of the 4-year-system cohort and alleviate the lack of space in Academic Building, becoming the place Business students pass every day. As it is important, we will be the first to introduce this new Building.

李兆基商學大樓、高等研究院和高等研究院宿舍三部分,合稱為「李兆基學園」。其選址位於清水灣校園的最高點,臨近南閘。學園最初預計完工日期為一一年底,後分別延至一二年第二季及年底,終於在今年秋季新學年開始投入服務。

Lee Shau Kee Campus, comprising Lee Shau Kee Business Building, the Institute of Advanced Study (IAS) and the IAS Residences, is located at the top of our Clear Water Bay campus and near South Gate. It was first scheduled for completion at the end of 2011, but the schedule was then delayed to the second season in 2012 and the end of that year respectively. The Campus will begin to be in service in the coming academic year starting from this autumn finally.



Disputes in the Referendum regarding "Campus TV"

上年春季學期,僅僅四個月,科大已經熱鬧非常。先有學生事務處(SAO)越權管理學生選舉活動;再有仲裁委員會常設化修憲;接着有同學自組學生事務關注小組,發起聯署及公開論壇,爭取實現「校園共治」。不過,要數歷時最長的,可謂「校園電視公投風波」。科大學生會,一直維持四權分立原則,轄下有約一百個屬會,享高度自治,成就科大多元學生活動。傳媒方面,則有四大架構之一的「編委會」(即本報負責機關)及一屬會「科大電台」。今年五月,有基本會員SUN Kai Man James(下稱孫氏),蒐集超過一百八十名基本會員的聯署,連同長達十三頁的學生會憲章修訂條文,提交幹事會,發動公投,要求成立「校園電視」,並將之列為第五大架構。不過,由於投票票數僅343,不足會員人數18%(即1395 人),修憲議案最終不獲通過。然而,本會估計「校園電視」可能於不久的將來捲土重來,故特別製作此特輯,希望有助各位了解此事的來龍去脈。

UST was already in hustle and bustle within Spring Term last academic year, lasting for only 4 months, experiencing the act of Student Affairs Office (SAO) in excess of terms of reference to regulate student elections first, the amendment of the SU Constitution about building the permanency of the Court then, and the joint signature declaration and the open forum fighting for “co-governance in campus” originated by Students’ Affairs Concern Group formed by students on their own afterwards. The disputes in the Referendum regarding “Campus TV”, however, lasted for the longest period. HKUSTSU, remaining the principle of four separate powers, and its affiliate societies with a high degree of authority, about 100 in total, have contributed to diverse student activities. UST’s media include the Editorial Board (i.e. the body in charge of this Freshman Edition), one of the four bodies of the SU, and People's Campus Radio, an affiliate society. In May this year, a Full Member Sun Kai Man James (stated as Sun hereinafter) proposed a written requisition signed by not less than 180 Full Members with the proposed amendment of the SU Constitution of 13 pages, calling for a Referendum for establishment of “Campus TV” and listing it as the SU’s fifth body, and submitted it to the Executive Committee. Yet, since only 343 votes were casted, less than 18% of the total Full Membership of the Union (1395 persons), the resolution was not carried. However, it is expected that a comeback of “Campus TV” will be made soon possibly. This article is thus written especially for you to understand the event’s development.

HKUSTSU Structure

The Council

The legislature of HKUSTSU, it has the following main duties: to pass any rules or regulations in order to supervise and advice on all sub-organizations of HKUSTSU; to consider and approve the Master Budget of HKUSTSU and applications for affiliation to HKUSTSU; and to interpret the Constitution of HKUSTSU. There are 34 ex-officio seats taken by representatives of each (sub-organization i.e. each) HKUSTSU’s body and affiliated society in the Council, in which at most eight Popularly Elected Councilors are also included to reflect students' opinions. Its five standing
committees, each consisting of its members, i.e. the Affiliated Societies Committee, the Constitution Committee, Election Committee, the Finance Committee and the Council Administration Committee coordinate and handle the relevant affairs.

The Executive Committee

The administrative body of HKUSTSU, it has the following main duties: to handle all routine of HKUSTSU and to represent HKUSTSU externally. As the motion that HKUSTSU should join the Hong Kong Federation of Students (HKFS) was passed in a Referendum last year, the Executive Committee represents HKUSTSU to participate in HKFS's meetings as well. The fee of HKUSTSU membership fee of $100 every year thus includes the HKFS membership fee of $6 each person. The Executive Committee provides welfare for HKUSTSU's members such as Notebook Ownership Programme and Welfare Express. Its standing committees are responsible for coordination and
handling of internal and external affairs.

參賽者可撰文一篇,圍繞主題自由發揮,可以是諷刺時弊,可以是抒發情感,亦可以是夾敘夾議,無所不談。題材格式不限,散文、小說皆可。文言白話不拘,不限字數。無論題材形式如何,評審將以作品的文學性、感染力、寫作技巧作準則。

參加辦法:
l   比賽章程及參賽表格可於LG5學生會書報架領取,或於本會網頁http://eb-ust.blogspot.hk/下載。
l   參賽者可在截稿日期前,將.doc.docx格式的參賽作品,連同參賽表格電郵至su_eb@stu.ust.hk,標題請註明「振翅文學創作比賽」。
l   亦可將參賽表格連同一份A4大小的參賽作品,逕交或郵寄至以下地址:

6.      獲獎作品的作者,同意給予香港科技大學學生會編輯委員會該作品的一次性使用權,容許香港科技大學學生會編輯委員會將得獎作品刊登於本會所出版之刊物。
7.      比賽規則如有未盡之處,香港科技大學學生會編輯委員會保留解釋權利,並可予以修訂。

結果公佈:
比賽結果將於201311月內公佈,並於本會網誌及11月出版的《振翅21.3》中發布及刊登。得獎者將獲通知獲獎事宜。

Study Week in Fall Term—A Dream or Reality?

        科大素以學習成績為重,不論是選科、交流、住宿舍等方面,CGA這冷冰的數字都有意無意地彰顯其重要性。在科大,學習壓力大已是公認的事實。同學也不禁奇怪,為何温習週只限春季學期,工作量也不少的秋季學期竟無同等優待?

        Living in UST is highly correlated to academic results. CGA is emphasized in major selection, exchange, hall application, etc. It is universally recognized that it is a University of Stress and Tension. Yet study week is only limited to Spring Term, whereas the situation isn’t the same for the equally-stressful Fall Term.
